[mod] Denoise the API docs a bit

- hide API docstrings for the `set-var-root!` and `update-var-root!`
- do not expose `newline` and `chance` in the `taoensso.telemere` ns
- move `chance` top the `taoensso.telemere.utils` ns — the `newline`
  already there
